Yes you could - given enough time and the proper sequence of solvents and techniques.

The more important question is 'can you remove them without damaging/detailing the coin?'

That outcome I doubt.

IMO better to leave it alone just as is.

I think discoloring would be evident if you removed completely. Be a fine line at stopping remediation between details & straight.
I swing a metal detector and have a knack for finding dirty old coins.

If it bothers you, sell it and buy a more pleasing example.

Unless it has sentimental value. In that case, leave it alone. I would hate to ruin it.

I vote for leaving it alone. For me the downside risk of a details grade isn't worth the potential improvement.

While I see how it becomes distracting, I would agree with the majority. Wait for a better one and resll to recoup your cost.

I agree, do not remove it and get that stuff off of it.

I bought a nice 1932 Buffalo nickel a while ago in a PCGS holder. the label read "Details - spot removed"

I just bought the nickel for my Buff Dansco album. so it didn't matter much to me, and I secretly hope that the cleaned spot will vanish over time.

Looks to be some kind of toning. Would a quick dip in MS70 remove it? I'd hate to try and ruin the coin.

Nice Key Date Washington quarter, I agree with jbuck, on the statement above.
Or have it restored by the same grading service that will slab it again...
The ugly part about this stain is in the location of the mint mark (D)
