I found this coin and it doesn't appear to be ground down. The coin rim is not present and you can see the copper. What is this coin?

Hard to tell from the images provided. Makes my crappy captures look great.

Crop to the image, and rotate to normal view.

This will help increase the size of your photos.
To answer your question, your quarter is damaged.
How doesn't really matter, it didn't leave the mint looking like that.

It is a 2018 Apostle Islands National Lakeshore, Wisconsin quarter.

I do not understand how you cannot see that it is a quarter dollar, and the words APOSTLE ISLANDS are clearly readable on its reverse.

It seems to have suffered from "road rash."

To CCF! It's just a damaged quarter. My only other thought is maybe it went through the dryer ( Dryer Coin). It's not an error. Worth only 25 cents.
