An Oversized Blank ?

I came across this one a long ago. I learned there were 2 kinds of blanks; type 1- no rim, type 2-rim. Easy. Put in 2x2.
More recently weighed it and was surprised. The heaviest post-1900 small cents in North America were Canadian small cents from 1920 to 1979 at 3.24 grams. This blank weighs 3.87 grams, 20% over. It's slightly thicker than a blank with a rim.

Could it have been cut from a part of a sheet that was too thick ? One side has a slightly rounded edge, while the other side is square and sharp. The edge shows that it wasn't cut cleanly all the way through.

Is there a reject system for overweight planchets, but this one still made it into circulation, or is it not a coin planchet but something else ?
