I am wondering why is doubling only seen in the mint mark. If it is a result of Machine Doubling other characters or parts on the obverse should at least show some doubling.
It cant be a RPM as the mm was not hand punched in 2000. If it was a DD, there would be as serif showing. The field is reduced so it is Machine Doubling.

It is known as "Isolated Machine Doubling" and is more common than you might think.
