Yes, it is BIE but it is not classed as an error, it is a die chip.

I've never seen one but then I wasn't looking. Would the occurrence of these coins tend to cluster around a certain date(s) from a given mint? If so, are those dates known so it's not a random search?

In theory a BIE die chip can happen on any Lincoln
cent from any year and any mint.
This is why there are so many of them out there.
