1861 1c PCGS No Service And 1958 50c Sealed Mint Error?

Awhile ago I received some PCGS submissions and although out of 15 coins submitted, 2 came back Details grade and one came back No Service. In regards to the No Service it is an 1861 Indian Head cent, which I thought it would come back in a details grade anyways since there was some damage on the reverse. I do note there is some green and magenta/pink toning on the obverse. Can anyone explain why it would receive a No Service body bag instead of a Details Grade?

Also I had a partial 1958 sealed US mint set. I sent out the remaining coins in the set for grading but I left out the 1958 Franklin half dollar because I was not sure if it had an error on the obverse since it was sealed and if PCGS would grade it Details. Any thoughts on this?

It's generally best practice to discuss only one coin per thread, it helps keep the discussion from becoming confusing.

I can't explain the 'No Service' on the Indian Head cent.

For the Franklin half I don't see any obvious reason it would not have graded.

@nickelsearcher Thank you for your input will keep that in mind moving forward. For the Franklin half, what would of caused that line across the head? Mint damage?

The line across the forehead looks like a lamination.

Is the damage to the E on the reverse raised?
"No service" can mean the coin won't fit in the standard holder.

For your 1861- Someone tried to scratch the E up in Cent in an attempt to turn it into a "U". I won't spell that word here as it will likely get me banned. I see this more on large cents, but I have to imagine that is why they no serviced it.

The Indian came back as they probably didn't have enough room on the label to post everything that is wrong with that coin - besides the damage it also looks cleaned.
