Is this an error coin. Just happened to notice the ring on it while going through my quarters, looking for a W mint.

As Keith stated, your coin is showing a Ring of Death, damage resulting from a Coin Wrapping Machine.

Very common. It will show on the end coin in wrapped rolls.
