In a way, yes. But since the original silver Mussolini "coins" aren't themselves "genuine coins", but fantasy pieces, it would be unwise to call copies of them "counterfeits", since that word implies that the original fantasy coins were somehow more "genuine". They're really just "differently-made fantasies", or "base-metal fantasies" if you wish to be clearer about their lack of intrinsic value.
