Best I Can Tell - 2019 Washington Quarter, But What Are Those Markings?

Hope y'all are patient. :) Thought I should clean this coin up to see better, but always heard you have to be careful cleaning them, so I'm asking for opinions on what's up with the coin first. Is it very worn or not pressed well? And what is the line running through Washington's face? Is that a minting issue or post-circulation? Not easy to get good pics.hope you can see what's up.
