Would it be fair to say this one is not a "grid technique" code-breaker like the first 3 contests?

Looks like some kind of computer encryption. Very challenging.

You are correct! This is a not a straight grid encoding.

I don't see any either, nor do I have any clue about this code. Moes reference to periods and hyphens made me think Morse code. I googled Samuel Morse and found out that the 4 letter clue (SFBM) Moe gave us were his initials and that he was from Charlstown. I'm totally clueless about anything else.

Every time I think I have it figured out, it breaks!

I thought of e-mailing Khloe Kardashian for inspiration, but I do not thing that will help.
