my guess is a piece of soft plastic (wrap) was on the coin and trapped some low grade acid in those spots.

This one has a little toning on the edge from 4 o'clock to 5 o'clock. Only trouble is it is a fake. Weighs 19.2 gr. and is non-magnetic.
