Sorry to follow jprine's beauty with this one but...I posted this earlier and now I think I know what it is.  I think this is one of those "reprocessed" steel cents from "that company"....the replating is wearing off. It did turn a pretty blue but.....

Got a few of these Jeffs in NGC slabs that are toning. Nice and blue around the edges, looks alot like some I have in albums.
