It still has some historical value: Charles X Philippe was the youngest brother of Louis XVI, who was beheaded during the French Revolution, and was trying to go back to the times of the Ancien Regime, where the king had divine rights to rule (and even own) the country.
As the French couldn't accept this anymore, Chales X was forced to abdicate in 1830 and was replaced by the "citizen"-king Louis-Philippe I of Bourbon-Orleans.
