All my banks only have their circulated strapped. Any ideas?

Federal Reserve Banks do not deal with the general public. Try a commercial bank(as opposed to a small local branch), they usually have coin counters as well.

I get them from my banks. They come wrapped around the uncirculated bricks when I order bundles to search through. In my case it may have something to do with the fact that the banks I do business with are in close proximity to major Northeast cities.

My TD Bank always have BEP packs of bills. I have bought full packs of 1's, 5's, and 10's.
