That is what is known as a "magician's coin." It is two quarters which have been fused together for one purpose or another. Often this is done in order to create 2-headed coins as well. So, all in all, this is just a novelty and not an error of any sort. And is probably has no value other than 25 cents (50 cents if you can separate the two quarters).

Thanks for the photos. As the others have said, this happened outside the mint and is not a mint error.

Aha! I was trying to figure out the purpose of this alteration, since it's not two-headed or two-tailed. On a guess I put it next to some metal and it has a magnet inside.
