PCGS will only slab it as 'rotated reverse' if it is rotated over 35 degrees. As someone who collects rotated coins, I've found a lot of these very minor die rotations at coin4s shows where they sell these for a small premium. The US mint considers 15 degrees to be within tolerance, so the only ones willing to pay a premium on a coin rotated 15 degrees or less is a new error collector who doesn't know any better. That said, you can get a small premium on
ebay for these.
I won't touch a rotated coin unless it's at least 90 degrees, but many collectors go down to 45 degrees.
