Thanks Adam, it's nice to know I'm not alone. Because of the obvious letter arrangements it is hard to accept that it is not a standard conversion cryptogram, but I can't seem to make it work. It must have something to do with that first clue but I am at a total loss on what it means.
Not giving up nod, but it is nap time again.

Hint 3: The faster you go, the further from your aiming point you get.

Could hint #2 be rewritten as
O == O OR O <> ABCDEFGHIJKLMNPQRSTUVWXYZ
?
You're not gonna answer are you? Didn't think so. Ok, taking careful aim, nice and slow, easy does it, Wham! . Swing and a miss.
Not giving up!

I have a list of more than 1000 three letter words and I have gone through what I believe to be every possible combination except for the winning one.

Will a standard English dictionary be good to use or do I need to use a Scrabble type dictionary?

I'm not very good at these things and I certainly don't get the clues so I'm not technically giving up but I know I've got nothing! My only consolation is that rikcando is also stumped. LOL

LOL, thanks weavus. I actually wrote a macro to cycle through one hundred two letter words and then fit in three letter words with corresponding letters. I runs manually and I have to press the button to proceed, but I am up to the word 'GO' (word #35). I am not hopeful.

Ok, just so you know, there are not any words in this message that you would not find in a standard dictionary except one abbreviation. They should all be in the Scrabble dictionary as well unless I have a word longer then 8 letters.

Thank you so much nod. I will consider that hint #4. It is the most useful so far I think, but #2 was pretty good too.

Taking a second approach. I have 23109 seven letter words. Using semi-brute force to place the words in and see what the rest of the puzzle looks likes. Word #250 - Broader, and counting.

There's an hour I'll never get back. I cut the time by only checking words where the second letter was the same as the last letter. No luck.
I now have 28414 eight letter words to test.

That didn't work so well either. Running out of chalk, but back to the board.
