Found this 1995 quarter in a roll I bought from a couple trying to sell their late father's collection to the Littleton Coin Company. The LCC didn't want anything to do with the rolls.

The LCC bought only the good stuff from them (at about a quarter of the price).

When they came into my work they told me the story (I work at recycling center) and I said I would buy the rolls. So far I found this coin and many early Jefferson nickels (12-1939, 96 from 40's, 87 form 50's).

If it were just a MAD, the reverse would be normal.

I think it might be a MAP(miss aligned planchet). In my opinion it's not off enough to have a premium though,

I agree it looks off centered. A MAD will be struck in the collar and have reeding. An off centered strike is struck out of collar and will not have reeding. This coin appears to not have the reeded edge.

Looks like an off center to me. If it were a mad the reverse would be normal. But both sides are off center. How does the edge look? Reeding present? If it not it could be an out of collar strike?

definitely an off-center minted coin. It is a genuine error and does have premium value.

Wouldn't an out of collar (no reeding) off center also be called
broadstruck ?

Yeah, it is a 1994. I caught it soon after but figured no reason to change it.
