No actually you got it, I am just so frustrated with the last one.
Besides the Balboa crater on the moon I had also found a coincidence that the latitude longitude on earth switching the degrees as longitude latitude takes you very close to a spot named Balboas Wreck in the Caribbean just south of Cayman Islands.

Hint #2: January 15 = the month and day Balboa died

Hint #3: APFLV = Alcanzamos por fin la victoria First line in the National anthem of PANAMA

Hint #4: 17.4°, 81.9° Is about in the middle of the Carribean Sea nearest Cayman Islands.
The Balboa Wreck is there. Blub blub blub!
I thought, but now I know it is the location of a crater on the moon named Balboa crater
