The top one is dated 1992, the bottom one is dated 1988. Though these old banknotes are no longer in active use, they would probably still be accepted in the street. 10 Syrian pounds currently equals 20 US cents, with 500 making US$10.67 at official rates.
My 2002 banknote catalogue lists your 500 pound note as face value up to Unc, a few dollars above face for Unc. The older 10 pound note is likewise face value in circulated, $1 in Unc.
