I noticed this strange feature on a BU Washington silver quarter. It appears to be a raised line along one section of the obverse rim. It has two angled segments and the end of the lower segment seems to terminate in a more normal-appearing die break. Has anyone else seen something like this? Is it an error, or some kind of post-mint damage?

It looks real shinny to me compared to the rest of the coin. The coin seems to have some ware to it. The end of the line closest to the 4 looks to have a small lump of metal in it. A die crack would be raised line with no grove to it at all. PMD would have a grove in it with a raised side. That side would be shinny and so would the grove.. Hope this Help and did not muddy the water for you.

Is the mark incuse (sunken) on the coin? The glare makes it har to tell what is there.
Raised it could be a die issue
Incuse it could be post mint damage or a struck through error depending on what the incuse area shape is. is it level with the field area?

If that small area next to the rim is raised above the field on the coin but flat like the field and the bright line we see is tha edge of that raised area then your coin is like my 2009 silver proof quarter and most likely what you have is a die polishing error. See page 74 of the 14 FEB issue of Coin World.
