Red Book states for F-12 Liberty mostly visible. Not sure if liberty is mostly visible. I give it an F-12 reluctantly. When I grade my own coins I need to see full liberty for F-12.

vg, old cleaning, some spots.

I'm intrigued by the NE and NT. die chips? doubling? clashed die?
