This coin seems to have almost full mint luster, but some of the details don't look that great. Is some of that caused by the strike, or is it all wear? Are there some die cracks on the obverse?

This ones tricky, almost looks likd it's a stike through with couple of die cracks. First I've seen. I'm just marking this to fand again. I really want to know how the lettering was affected befor the high points on the Indian and Buffalo.

Severely worn dies with cracks, I think.

I'll post my 1919-D as a point of comparison. I originally bought this coin as mint state. NGC called it cleaned and would not put it in their holder. Eventually I sent it to ICG where they only gave it an AU-50. The reverse lamination error (noted by ICG on the label) may be a negative factor leading to a net grade of AU-50. I certainly thought the coin was solid MS.

Based on my coin rating AU-50 it is hard to see the OP's coin as mint state. Even if technically unworn the strike issues should net the official grade well below a 60.

this date and mint mark are known for not being well struck-to me that's more of the reason than actual wear-tough to tell from the photos alone, though.

Looks like the coin was struck by a die that was abt to break apart......just a really weak strike, imo.

Looks like a die that could have been polished and then worn down again. I'm not 100%, but it does look to have marks for a polished die.
