Here is how the coin was identified by the vendor: NAMEN, LOW COUNTRIES, FILIPS DE SCHONE 1499, PATARDI would appreciate if someone can give a better description, but here is what I think this means.  Date: 1499 (on reverse about 11 o'clock) Country: Namen, part of the Low Countries Denomination: Patard Monarch when issued: Filips de Schone

I did a little more research on the 1499 coin. Hope this is correct.  Namen (Namur) is a city and province in Belgium. Namur was purchased by Duke Philip the Good of Burgundy in 1421. When this coin was produced, the ruler was Filips I de Schone (Philip the Handsome), who ruled 1492-1506.
