it's always good to get permission, wether you call 311 to find out your cities rules and guidelines or you even call the police's non-emergency line to let them know what you are doing incase they get calls.
If you are going to dig at a community club field, check with the owner/manager of the building to see if it's alright ( they will tell you to try and stay out of the soccer/football/baseball fields, but you can always dig around were the seating is, great place for change! )
As for pulic parks, read all signage that pertains to the park, such as dog owner signs, park entry signs, etc. Those will usually have all the rules pertaining to that park.
Also remember that normal street bulivards are city property even tho people still mow them and take care of them. It could be a good idea to hunt those, I've never tried, but always get permission from the house owner, reminding them it is city property in the process might help your side as alot of them won't know that, but the chances of you being able to hunt those is rare.
