This coin can't grade AG.
One of the markers for an AG
"Date will be legible."

FR02
One of the markers for Fair
"Date will be unreadable."

That being the case, this coin has to grade Fair as there's so many different opinions on what the date is. My personal opinion is that it's a 31 but I can understand the 21 replies, the 51 reply, and.... the 81.

I'd say 31, fair condition. Just an exercise in grading, since a VF of either date can be had for a couple bucks.
