Exactly so. Government does not have rights but it does have powers. Those powers are spelled out in the US Constitution. Only the Bill of Rights elucidates and guarantees the rights of US citizens. Of these, the 10th Amendment is potentially the most powerful curb on federal powers but it has not been upheld by the US Supreme Court nearly to the extent that it should have been... and that is a serious blow against the freedom and liberty of all US citizens.

True. The Fed was created in 1913 via presidential and congressional action; something that the US Constitution does not empower them to do, but they did it anyway... and got away with it.
