It isn't a Cent Error, its a 10 Cent piece error.

I suspect it's just a typo. Should have said 10 cents.18x8 for the date.

It`s an 1858, but I don`t think NGC attributes by obverse anyways, so they still would have missed that.
"Dipping" is not considered cleaning...
