It's a Western Satrap from India. The reverse is aligned right and there really isn't enough legend to come up with a name, so I'll have to try and match the face. Here is a link to the series: http://coinindia.com/galleries-kshatrapas.html

It seems to look like Rudrasena II to me.

My guess is Bhartrdaman:

Hard to tell as most of the ruler's name and the patronymic are corroded.

I tried to enhance the picture a bit, but I still can't tell for sure.
