Actually it is neither. It is die wear. I'm sure all has heard of the big doubled die of 1955? Well a "poor man's" (so called) doubled die has been exploited for years. The same marking on the last digit of the date toward the rim. Well the 1953-1955 has these on very late die state coins. It is die wear from over use of the die. If you think it isn't check the other devices on the obverse and reverse of you coin. You will see many devices are worn severely, die cracked, and the wheat lines almost non existent even on BU coins. So it is a problem with a very worn die. None of the above mentioned.
Yes, Biokemist6 is correct on the no repunched dates on the Lincoln Cent series. Even the dime 1942/1 and the nickel 1943/2 is actually a hubbing from two different hubs of different years, not repunched date. Repunched dates are on the 19th Century coins.
