Looks uncirculated hence the shiny condition .If it was heavily circulated it would be flat brown in color .

Well it's not because of being an earlier die state. Just a nice keeper coin. To the right person, they might pay more for it for their collection.

To answer the op's question as to "Why" it's so shiny? I would have to say that it was part of a collection dump. It has been out of circulation for quite some time
