Washington 2007 Commemorative Quarter Missing "7"

Hey Everyone,

While going through a roll of quarters, I found this little oddity shown below.

I am looking for any reason as to how the "7" is missing completely from the date (2007). I see that there is some fading beginning at "Unum", but above it the 7 looks like it was never there in the first place.

Can someone please help me understand the reason?

I was wondering if it was Struck Through Grease on the 7, causing it to disappear? Then after it was Struck Through Grease, it took a well placed hit, causing the metal to get pushed over and flattened?

It may be a partial Grease Filled Die on the 7.

Looks like a bag mark from another coin. On the next to last image, you can see glare from the incuse area of the hit.
