That's just damage, not an error. That's Post Strike Damage (it happened after it left the U.S. Mint). The metal has been pushed over and damaged.

Sigh..... no. The coin was damaged after being made in the mint. You have a damaged coin. Not an error hit. O.o

OK, now the real answer. It is not a RPM. It is not damage. So what is it? It is a broken post on the center part of the mint mark. The post broke off deeper on the die, than the fields. So the void gets filled in with metal rising above the mint mark.

Only if you are going to educate new collectors. Then you have something to show them, rather than just tell them about what they will find going through coins. Pretty common error. All the coins struck after and some before your coin will look just like it.
