Unfortunately, the 8 isn't the only problem here. No matter what number you substitute for it, the result would still not be a fancy serial number.

For example, if you replaced the 8 with a 3, you would still need to rearrange the numbers to get a fancy, such as 99339933, among others. Make sense?
