Please correct the orientation of your coin.

Your pictures are in reverse of a normal coin.

Are those areas raised? Have you tried treating it with acetone (nail polish remover)?

yes, the upper area has some type of dried droplet on it, haven't attempted to removed it and I'm not sure I should.

If it's raised, it could be glue. You can try to flake some off with a wooden toothpick or if your comfortable working with flammables, a soak in 100% Acetone should remove or soften it.
