Environmental damage for sure. Can't make out any doubling, given the photos posted. Photo processing method has introduced a uniform series of distracting 'white dot' pairs throughout.

I don't think he wants to bring attention to the M but the area next to it looks like a PL there and a line on the obverse near the mint mark
