The note catalogs for $150 in UNC. It is the rare of the 2 signatures. But the selling price is way off. Someone is either not going to pay or spent way too much.

From the description: "Pakistan Banknote No Date (1973-78) 100 Rupees Circulated.
This is one of the larger size banknotes of Pakistan. The paper has three vertical Folds with some wrinkling of both top and bottom borders and a staple hole at left border. Overall this is a very clean note with an attractive appearance."

Using shill bidding to get as much as seller can as possible for it, with apparent re sales. As long as seller pays eBay fees eBay admin won't mind.
However, I am sure that seller is not paying fees. Probably the result of eBay admin being too slow to follow up.
The whole process appears to be suspicious, IMO.
