1982 5 Cent Collar Error

Hi all,

I am trying to understand what has happened to this coin. It looks to me like a collar error, but not a typical one.
The reverse rim is tapered and then develops into a step resembling a partial tilted collar error but inside the rim is a ring which looks like a crack on the face with a piece missing from the planchet like a piece of the face has chipped out of the planchet.

The rim on the obverse appears to have some irregular lumpiness like the metal has flowed past the rim and then been worn down in circulation.

Is this a planchet flaw prior to striking, a collar error PMD or a combination of issues or something else?
