Looks more like corrosion. Note that the areas that are showing silver near the brown areas? This would not happen on a missing clad. They would be red in color like the edge of the coin.

@bm2, most of the time, although not always, coins with a missing clad layer weigh below mint specs. What is the weight of this quarter?

at 5.4g your coin is within the nominal weight of 5.7g.
If the cladding were to be missing, it would weigh considerably less. This looks more like environmental damage to me.

Looks like paint to me. Lower weight likely due to wear.

Environmental staining/paint/toning/chemical reaction and a bad attempt to remove it. Post mint damage, not any sort of mint error, sorry.
