I don't think it is broadstuck or the diameter would be larger. 19mm is the right diameter for that coin.
It looks like the rims have been flattened inwards.
Notice on the Obverse there is no space between the rim and the beads.

Looks like PMD to me, but no idea how it happened. Sixpences were heavily used in vending machines from the 1950s up to 1971 - maybe it got damaged in a faulty mechnism?

Now that I look at it, I can see the curvature in the edge. Definitely PMD.

It can't be Broadstruck if it is showing reeding, it is just PMD.

Agreed, some sort of post mint shenanigans.
Do I see evidence of it being ex-mount? Certain points around that rim may suggest it has been held in something.

The darker area throughout the centre of the edge reeding may also suggest compression from above and below.
