What is taxed certainly varies from nation to nation, city to city. Laws are made and sometimes change.
I live in USA. Taxes on precious metals and coins vary from state to state. I live in Nebraska. There used to be a tax here on precious metals and coins. But in 2014 collectors and dealers lobbied the state government. The tax was repealed, now no taxes at all on precious metals or coins, USA made or foreign. So it is possible to make changes if there's enough effort and enough people working toward it.
