It's just the normal stylized GR (Gilroy Roberts) initials, but it may look different to you because the coin has seen a lot of circulation. You can see in this image of a Mint State Kennedy, how the initials on your coin aren't too different. Don't pay attention to the areas circled on the image. I am reusing a picture from an older post that was showing that some of the engraving looks sort of like fingerprints. ANA ID: 3203813 - CONECA ID: N-5637 Clean a coin that may be worth collecting?
