I like the OP's coin's toning. What bothers me more is the gauge by the eye of Liberty in the HA coin, which unfortunately lies near one of the coin's focal points.

Here's the holder. Thank you everyone for all of the feedback. I made the purchase with 30 day return privilege and $600 below the coin referenced by Numismatic Student. Will be interesting to see what this looks like in hand. I purchased a 78-CC this last Sunday, already arrived, and in hand I think it looks much better than what was depicted in the seller pics, presumably due to lighting, exposure etc. We all have our preferences, for me I like the toning and overall appearance on this coin more than the coin referenced by NS. I also find the significant hits to the nose, eye, and temple detracting, never mind the price differential. Most of you know that my interest is in raw coins. However, for the '89, I decided to consider anything in PCI, SEGS, or ICG holders to be in the "raw" class. Hopefully I'm happy with it in hand. I've been looking, making offers, and bidding on some since last December. Have a happy and safe 4th of July, all! Adam

This finally arrived today. First set with normal lightning, second set with heavy direct lighting. The cheek has a few reed hits. The darker toning pops a little blue tone in sunlight. My only concern are the obverse issues at 2 and 7. The defect at 2 looks like metal has flaked off. The defect at 7 is clearly a rim ding. Pictures are the best I could do without a scope. Do the pics change anyone's feelings on grade one way or another? All thoughts and opinions are welcome.

well the new photos are sharper. I'm bumping my grade to VF25. i found several PCGS VF25's and one NGC and this one is pretty darn close. the question is will the rim cause the coin to details. I think it comes down to how a TPG would assess K2. imo it was a planchet flaw that flaked off and should not details the coin. the small hit should also be ok. i agree that this one is buy the coin not the holder and if you. what are your plans with it? break it out and send to one of the larger houses? leave it? or break it out?

Thank you for the updated photos.  I agree with Pan, it looks much better than before and I believe she is worthy of a grade bump. The circulation cameo is even more appealing and the minor rim issues do not bother me, they remind me that a coin is doing its job.

PZ, to answer your question, I was leaning heavily towards cracking it out and keeping it raw like all of the others. However, while the rim issue at K7 seems quite small, I'm a little leery of cracking it and finding rims issues there or elsewhere that might be considered details.
I have zero experience with or knowledge of ICG other than the general comments about the likes of ICG, PCI, SEGS and other 2nd tier services over grading coins and/or straight grading coins that should be details.
So I'm undecided at this point.

Unless you are putting it in an album, leave it encased until you are more comfortable with making a more permanent decision.
