1939 LWC Strikethrough / Lamination / Just Plain Ugly

Found this 39 and not sure what to make of it. The obverse seems to have some wire? strike-through around the neck, lamination on the cheek and extra metal at the back of the neck and in front of the chin. On the reverse more strike-throughs and possible areas of delamination (dark areas of the photos). Opinions

i think its a mix of ugly and lamination

I don't see any evidence of lamination there at all. It's either a struck through from the mint with a lot of wear thereafter or damage put into the coin before most of its wear. Either way, the wear takes away a lot of what could have been the determining factor.

What I can say is that it's definitely not a lamination.
