maybe if you're from New York, but there have been a few PMD threads recently, 2-3 in the last two months since I joined

It is in it's own thread.

The technical name is a counterstamp. It adds no value but people do collect them.

if people collect them, that makes a demand thus giving them value
I'm from outside of Buffalo NY and would love that coin for my collection
I have a west virginia one I found that means little to me
I have Buffalo Bills painted quarters I have found too that mean a lot to me since I am the biggest Bills fan
others would throw them back to the wild
a hobby is about what you like
supply and demand push prices
