Clearly it is Post Mint Damage inflicted on this coin.Take a pair of diagonal cutters and you can make the same marks. I dont know what the coin dealer saw, but if he offered you more than face value I would have sold it. I would say it is NOT a Mint error. Report this Post to the Staff
