Rust (?) On A Copper/Bronze Coin

I've got what appears to be rust on a very old canadian token.
i was wondering (a) how is it possible that a copper or bronze coin can rust ? (if it is in fact rust)
and (b) is there anything that can be done to clean it up or stop it from progressing?
so far a 2 week soak in verdi-gone hasn't helped

What I know copper can rust if I can call rust but actually is Copper Oxide and usually have some green... or may be the coin got contact with other coin with rust , I use acetone but is hard to remove oxide or rust ...that's my opinion...

For ones like that, I just soak for a few weeks in oil and however they come out, that's the way I leave it. Any other cleaning just seems to make them worse, for me anyhow.
