If the bottoms of both nines line up then it's a low.

It is not necessarily that simple, there are at least three different reverse dies for that year. Do a little digging on the site, and you'll see examples of a low (normal) 9, medium high 9, and far, higher 9.

Coin on left is a medium high 9, coin on right is a normal 9.
