Looks like LIPS
I think it may be a telephone token.
"Dipping" is not considered cleaning...

The pictures of the tokens with the tin are mine. I have 37 of them and LIPS are a Dutch company who make locks. Look at your token again and you'll see that it's just like a Yale lock. They were probably an advertising gimmick, given away as play money.
