Proofs are nearly impossible to grade from pictures but I'll guess.

This coin is in a NNC slab and is graded PR-70 DEEP CAM RED

Why doesn't this coin make PR-70 in your opinion?

Immediately it's been broken out of a set, and there's small marks.

PR68CAM.

PR-70DCAM's, yet alone PR-70 are VERY RARE to get.
